The TLI Crane High Risk Work Licence project has commenced at the request of Safe Work Australia to align Units of Competency in the Transport and Logistics Training Package with WHS regulations related to High Risk Work Licences (HRWL) for crane operators.

The Transport and Logistics Industry Reference Committee has identified that nine of the 13 units updated in 2018 need to be revised and aligned to existing competency requirements for high-risk work licences as set out in Schedule 4 to the model WHS Regulations.

This review is aimed at ensuring the regulatory burden for individuals and businesses is proportionate and efficient, without reducing safety protections. The project will consider safety considerations and training needs carefully. Updated Training Package materials will ensure safety is paramount, in a manner that is consistent with the national regulatory framework.

The Transport and Logistics IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) has been formed for this project.

The following Units of Competency will be updated by 30 September 2021:

  • TLILIC0002 – Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above)
  • TLILIC0008 – Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)
  • TLILIC0010 – Licence to operate a slewing mobile crane (up to 20 tonnes)
  • TLILIC0013 – Licence to operate a slewing mobile crane (up to 60 tonnes)
  • TLILIC0014 – Licence to operate a slewing mobile crane (up to 100 Tonnes)
  • TLILIC0015 – Licence to operate a slewing mobile crane (over 100 Tonnes)
  • TLILIC0006 – Licence to operate a bridge and gantry crane
  • TLILIC0007 – Licence to operate a derrick crane
  • TLILIC0009 – Licence to operate a portal boom crane
